"Show Anchors" bookmarklet injects anchors into the page, which you click to obtain an anchored URL.

uBlock Origin's element picker injects a HTML picker into the page, then allows you to click on any element.

For me, clicking the button then picking an element is more intuitive than selecting an element before obtaining an anchored link. But it may be harder to implement (does the popup disappear when clicking on the page? is it harder to implement an element picker than "get selection on page"?)

I like this and your other Issue. I think I'll change the flow to: click icon > click element on page to open popup > fine-tune selection in popup > click to redirect current tab to generated link
